I found this in Sore Thumbs Retro Games in York, it doesn't appear to be made by Jakks Pacific like so many of these plug and play consoles are, rather being made by MSI Entertainment which also made the Double Dragon plug and play which is also in the Plug and Play room
This appears to be a famiclone board with a hacked ROM installed but it is licenced by Konami
Researching this console online and there appears to be a test screen which is accessed by holding down both action buttons at startup
I kind of think it looks a bit like Sonic than a frog
Controls are minimal, just the nice feeling stick, two action buttons, a reset button, and a power switch
